Why the circular economy?

Mandatory replacement of old tachographs with new ones
Companies engaged in international road transport should replace analogue or digital tachographs with smart tachographs that have additional built-in functions – so-called second-generation smart tachographs – by the end of 2024.
The new version of the second-generation smart tachograph with additional built-in functions was introduced by Implementing Regulation (EU) 2016/799, which was last amended by Commission Implementing Regulation (EU) 2021/1228, applicable from August 21, 2023.
Based on Article 3 of Regulation (EC) No 165/2014, tachographs must be replaced when carrying out international passenger and goods transport, namely:
- analogue and digital tachographs by December 31, 2024, at the latest. Mandatory use of second-generation smart tachographs from January 1, 2025, onwards;
- First-generation smart tachographs by 18 August 2025 at the latest. Mandatory use of second-generation smart tachographs from 19 August 2025 onwards.
The regulations also stipulate that in the event of a malfunction of the smart tachograph, it is mandatory to replace the tachograph with a second-generation smart tachograph, regardless of the type of transport performed by the vehicle.
Extension of the deadline for replacing tachographs
The European Commission has decided to extend the deadline for replacing analogue and digital tachographs until February 28, 2025. The purpose of the extension is to give transport companies enough time to adapt to the new second-generation smart tachographs and to provide a period of training to facilitate the transition.
Mandatory use of second-generation smart tachographs
From January 1, 2025, all vehicles engaged in international transport will have to use second-generation smart tachographs. However, until February 28, 2025, the focus will be on educating and informing carriers about the new requirements, with penalties for non-compliance not being introduced before that date.
Reason for the extension
The European Commission has approved the extension to give transport companies more time to adapt to the new requirements and facilitate the transition to more modern technology. The training period is crucial for familiarising carriers with the new rules and the correct implementation of second-generation smart tachographs.
